1Public bodies shall exercise their activity in line with the Constitution of the Republic of Albania, international agreements ratified, and applicable legislation in the Republic of Albania, within the boundaries of their competencies, and in conformity with the purpose why these competencies were granted to them.
2The lawful rights or interests of one party may not be affected by the administrative action, unless provided by law, and in compliance with the due process of law.
