1The Council member, present at the meeting of the committee or the plenary meeting, who is aware of a conflict of interest or legal obstacle to himself/herself or to another member regarding the issues on the agenda, shall be bound to as follows:
adeclare the nature of the interest or obstacle;
bnot to participate in the discussion of the relevant issue;
cnot to participate in voting on the respective issue.
