Article 54:

  1. In compliance with Article 131, letter “ç” of the Constitution, the Constitutional Court treatsthe competence disputes between powers, as well as between the central and local authorities when the disputes are directly related with the exercise of their activities.
  2. The Constitutional Court reviews such conflicts when the respective entities considerthemselves as competent to decide on a concrete case and, according to the case, have issued acts for its procedures, or when the entities have not considered themselves as competent to decide on certain cases.
  3. The application is presented to the Constitutional Court by the entities in conflict or by the entities directly affected by the conflict.
  4. Any kind of legal or normative acts, action or omission by bodies of the three powers orlocal authorities that have led to disputes on competences between them, constitute the basis to commence the review of such cases.
