Following the examination of the matter, the Administrative Chamber or the Joint Chambers of the High Court decide:
a) To uphold the decision;
b) To reverse the decision of the Administrative Court of Appeal and uphold the decision of the administrative court of first instance;
c) To reverse the decision of the Administrative Court of Appeal and to send the case for retrial to the Administrative Court of Appeal, by a different adjudicating panel.
