1. The High Council of Justice is charged with issuing a subordinate legal act in implementation of article 5 point 4 of this law within three months from the entry of this law into force.
2. The Ministry of Justice is charged with exercising its competences provided in article 4 of this law for the organisation and creation of the administrative courts within three months from the entry of this law into force.
