1The invalidity of an administrative contract shall be governed according to the provisions of the Civil Code on the invalidity of the legal actions. Besides, administrative contract shall be invalid also in the following cases:
awhen the requirements under article 119 of this Code have not been complied with.
bwhen the requirements concerning the conclusion of a substituting administrative contract provided in Article 120 of this Code have not been complied with;
