1If due to circumstances arising after the conclusion of the contract, and unforeseeable at the time of its conclusion, the continuation of the execution of the contract obligations becomes extremely difficult for one of the contracting parties, they may agree on the amendment, or dissolution of the contract.
2The public organ may unilaterally withdraw from the administrative contract in order to avoid or halt the violation of the public interests.
3The withdrawal shall be made through a written and reasoned administrative act, against compensation for the damage suffered by the other party.
