1Save for cases where the law has provided otherwise, the administrative act which is executable under 164 of this Code, shall not be executed when:
aits effects have been suspended, in line with the legislation in force;
ban appeal with suspension effect has been submitted against it;
c5 (five) years have lapsed from the date the act became executable.
