1The administrative procedure shall not be subject to any specific form, unless otherwise provided by law.
2The administrative proceeding shall be conducted as expeditiously as possible, and no later than the deadline provided for by law for it, with as less costs for the public organ and parties as possible, in order to achieve what is necessary for a lawful outcome.
