1The administrative procedure shall be free of charge, unless the law has provided otherwise.
2The fee for the conduct of an administrative procedure cannot be greater than the average cost necessary for the conduct of the procedure, unless otherwise explicitly provided by law.
3The public organ which conducts the procedure shall not seek any payment of fees, even in cases where it is provided by law, if the parties are unable to pay. The categories which are in conditions of inability shall be determined by Decision of the Council of Ministers.
