1In the beginning of the administrative procedure, the public body shall make the following verifications:
awhether the rights or interests required by the parties are subject to any time limitation;
bthe legitimacy of the party that has submitted a request for the initiation of the administrative proceeding;
cwhether the deadline provided by law for the submission of the request has been complied with;
çwhether the request of a party for the initiation of an administrative proceeding may be examined together with the requests of other parties if based on the same facts and legal basis.
