1During the entire conduct of an administrative procedure with opposing parties the responsible official of the public organ shall try to reconcile the parties in the procedure, if allowed by the nature of the case.
2The reconciliation act of two or more parties in an administrative proceeding shall be in written form, which after being read and signed by the parties becomes fully powerful.A copy of this act shall be provided to the parties in the procedure.
3The reconciliation act between two or more parties in an administrative proceeding shall have the same effect with that of the administrative act.
4The competent public organ shall not accept the reconciliation between the parties in the procedure, if the reconciliation is to the detriment of the public interests or lawful interests of other natural persons or legal entities.
