1The High Judicial Council, in cooperation with the Minister of Justice shall draft, approve and implement a strategic plan for the prosecution system in line with objectives of this Law and in coordination with the strategy of the justice sector.
2The strategic plan, in harmony as regards the timeline, with the sector strategy of the Ministry must:
adefine the mission and main values of the prosecution service;
banalyse the profile of the prosecution service;
cdefine the strategic issues;
çdefine the priorities;
ddefine the monitoring, the assessment and reporting framework of the strategy.
3The strategic plan must be followed by the action plan including operational objectives, activities, financial and other impacts, as well as the indicators.
