1The Independent Ad Hoc Commission shall rank the candidates on the basis of their professional merits, based on:
aThe outcome of the professional ethical evaluation of the candidates in the activities they have performed in the past, as appropriate, or the results achieved in their employment experience, related to the assumption of functions in the relevant field in connection with the activity of the institution, which they run for;
bEvaluation of the importance of academic works, scientific research, professional articles and speeches, publications, as well as the participation in scientific activities, participation in the process of drafting or consultation of legislation and any other professional commitment of the candidates along the last five years in the field of law;
cScores during the higher education cycles;
çProgress at work and participation in professional training and other certified courses in the country and abroad;
2The Commission shall rank the candidates on the basis of their moral merits, based on:
aThe reputation that the candidate enjoys in the society and among colleagues;
bThe moral qualities such as honesty, accuracy in assuming the tasks, accountability, reliability, impartiality, dignity, tendency to assume responsibility, professional ethics, the use of all legal remedies for the loyal protection of the rights of persons represented by him;
cThe established commitment in pursuit of civil society causes.
3The Commissions shall rank the candidates on the basis of their organisational, leadership and management skills, based on:
aThe quality of the platform and vision they submit;
bThe established skills to make decisions and take responsibilities based on the previous professional and social experiences;
cCommunication skills;
çThe ability to work in teams and in multi-disciplinary or multi-cultural environments;
dPublic presentation skills.
4For the evaluation of candidates, along with the criteria provided for in paragraph 1, 2 and 3 of this Article, the following shall be taken into account:
aThe academic titles held;
bThe long term studies and training attended abroad;
cThe command of foreign languages.
5The Commission shall interview the candidates and shall engage experts to verify the candidates’ skills, specifically to verify the level of command of foreign languages.
6The Ad Hoc Commission shall, in compliance with the provisions of this Chapter, approve the rules to further detail the criteria and determine their specific weight in the ranking of candidates.
7In making the decisions for the ranking of candidates, the Commission shall act in accordance with the criteria provided for in paragraph 1 to 5 of this Article and shall draft a report providing grounds for such ranking.
