1The High Justice Inspector shall initially review the complaint whether the complaint is admissible or not.
2After the initial review of the complaint, the High Justice Inspector shall decide to:
aarchive the complaint, as not meeting one or more of the criteria as set out by Article 120, paragraph 1 of this Law;
bverify the complaint;
copen an investigation.
3In case of a decision on archiving the complaint, the decision on archiving shall be notified to the complainant and the concerned magistrate within the period provided in paragraph 4 of Article 119 of this Law. The complainant shall be entitled to make an appeal against this decision to the Council within a week upon receipt of the reasoned decision.
