1Any administrative action, which, for reasons of protection of the public interest or the rights of others, may restrict an individual right, or may affect his/her legitimate interest, shall be conducted in line with the proportionality principle.
2An administrative action shall be in line with the principle of proportionality only when such action is:
anecessary to attain the purpose set out in the law, and does so with means and measures that the least affect the rights or legitimate interests of the party;
bsuitable to achieve the purpose set out in the law; and
cin right proportion to the need that has dictated it.
