1Before a final decision is taken, the public organ shall, except for the cases provided for by article 64 of this Code, notify the party regarding its right to be heard.
2The notification, as per paragraph 1 of this article, shall be made in writing or in a meeting with the party and shall include information on the following:
athe public organ conducting the procedure and the responsible official;
bthe parties involved;
cinformation on the right to inspect the files and the office and place where this can be done;
çthe administered evidence, the results of investigation, as well as the expected result of the administrative procedure and its motivation;
dinformation on the right of the party to be heard and the manner and deadline of the exercise of this right;
dhthe date of the instituting of the procedure and the time limit within which the decision shall be taken and notified, if such deadline is applicable.
3The deadline provided by letter ādā of paragraph 2 of this article, if not provided by law or sub-legal acts, shall be determined by the public body, in accordance with article 53 of this Code.
