Article 240: Professional and moral criteria for the ranking of candidates

1The Council shall rank the candidates based on their professional merits grounded on:

aresults of professional performance and ethical evaluation of candidates on the work done in the past, if any, or results achieved during their working experiences, related to the exercise of functions in the profession surrounding the activity of the institution he/she is putting up the candidacy for;

bassessment of the relevance of academic works, scientific studies and professional articles and presentations, publications, as well as participation in scientific activities, in drafting or consulting of legislation and any other professional commitment of the candidate during the last 5 years in the field of law;

cresults throughout the studies in the higher education cycles;

çprogress at work and participation at professional training and at other certified courses in the country and abroad;

2The Council shall rank the candidates based on their moral merits:

areputation the candidate enjoys in society and among colleagues;

bmoral qualities such as honesty, punctuality in the performance of duties, fairness in decision-making, the responsibility, trustworthiness, impartiality, dignity, and the tendency to assume responsibility;

cproven commitment in pursuit of motives of civil society.

3The Council shall make the ranking of candidates based on their organisational, leadership and management merits:

aquality of the programme and the vision they present;

bproven capabilities to make decisions and take responsibilities based on previous professional and social experiences;

ccommunication skills;

çability to work in group and in multi-disciplinary and / or multi-cultural environments;

dpublic representation skills.

4Along with the criteria provided for in points 1, 2 and 3 of this Article, for the purposes of evaluating the candidates, account shall be taken of:

aholding the academic titles;

bstudies and long term training abroad;

cknowledge of foreign languages.

5The Council interviews candidates and hires experts to verify their capabilities, especially to verify the level of command of foreign languages.

6In compliance with the provisions of this Chapter, the Council shall approve the rules for further detailing the criteria and for determining their specific weight in ranking the candidates.

7In making the decisions for the ranking of candidates, the Council shall act in accordance with the criteria provided for in points 1 through 5 of this Article and draft a report providing grounds for such ranking.
