1The Secretary General of the High Judicial Council is the highest administrative functionary of the Council.
2The Secretary General shall be recruited in accordance with the procedures provided for in the law “On Civil Servants”.
3The Director of the unit for general legal issues shall replace the Secretary General in cases of absence or temporary incapacity of the latter.
4The Secretary General of the Council or his substitute is entitled to access any document that is reviewed in the meetings of the committees or in the meeting of the Council, to take part in meetings of the committees or in the meeting of the Council with no right to vote, as well as propose to include in the agenda issues related to administrative aspects and their staff.
