1The measure of suspension from office of the magistrate, being entitled to receive the minimum salary for a period between three months to two years shall be imposed only where:
athe misconduct is very serious,
bthe Council is satisfied that though the nature and circumstances of the misconduct render the magistrate still fit or worthy to continue to hold his or her office, the severity of the misconduct and the damage to the image of the magistrate require a suspension for a limited period.
