1Criminal proceedings shall not commence when:
athe person has died;
bthe person has no criminal responsibility or has not reached the criminal liability age;
cthe complaint of the victim is lacking or he/she withdraws the complaint;
çthe act is not provided by law as a criminal offence or when it is clearly proven that the act does not exist;
dthe criminal offence has been extinct;
dhan amnesty has been issued;
ein all other cases provided for by the law.
