1Except when otherwise provided by law, the administrative appeal may be filed against an administrative act or omission of a public organ for issuing the ct within the specified deadline
2A procedural action of a public organ during the administrative procedure may be appealed separately, only when the appeal is expressly provided by law.
3The procedural action under paragraph 2 of this Article shall be any act, action, or omission of a public organ during the administrative procedure, which is not a final administrative act or an administrative act on the completion of the administrative procedure as provided in Article 90 of this Code.
