1The administrative appeal against the act shall define:
athe subject that exercises the administrative appeal;
bthe body which reviews the administrative appeal;
cthe administrative act which is being objected or the administrative act which is required but is not issued.
çthe object and causes for which the appeal is made;
2Regardless the provisions of the paragraph 1 of this Article, any request addressed to the public organ shall be assessed as administrative appeal against the act, even if it is not entitled explicitly as such. In this case, the purpose to appeal against an administrative act, or for asking the issuance of an act, shall be sufficiently clear.
