1An administrative procedure may be terminated without notifying and giving to the party the opportunity to be heard, only in the following cases:
athere is an urgency to issue a final decision, due to the damage which could be caused to the public interest as a result of the delay;
bthe parties have presented their opinions, comments, and full explanations during the course of the administrative procedure;
cduring the course of the administrative procedure it is evident that the decision will be entirely in the party’s favour;
ç in an administrative which is based on a public competitive proceedings;
dthat is explicitly provided by law.
