1The withdrawal of a complaint is made personally or through a representative by means of a statement submitted to the proceeding authority.
2The withdrawal of a complaint may be made at any stage of the proceedings, until the court decision has become final.
3The proceedings expenses shall be borne by the person who withdraws the complaint, except when the withdrawal statement provides, by agreement, that they shall be borne, in whole or in part, by the one against whom the complaint has been lodged.
